On December 7-8, Moscow hosted the international conference "Cyberstability: Approaches, Prospects, Challenges", organized by the International Affairs magazine with the support of the Russian Foreign Ministry and the National Association for International Information Security. Leading experts on international information security discussed trends and risks in Russian and global cyberspace. Among the topics of the conference were the creation of a single contour of information security of the state, massive cyber attacks and sabotage as a trend and issues of applying the norms of responsible behavior of states in the ICT environment.

The conference was attended by representatives of state and international organizations, Russian and foreign science, as well as business. Vladimir Gorzhaltsan, Advisor to the Director of the Coordination Center for TLD .RU/.РФ, addressed at the session “Issues of the Application of the Norms of Responsible Behavior of States in the ICT Environment”. He presented the draft International Standard for Technical Regulation in the Field of International Information Security Management.

He said that the creation of the standard will contribute to maintaining the openness, security, stability, accessibility and peacefulness of the global ICT environment through the application of the process of managing the risks of violations of international information security, and will also create confidence that these risks are properly managed. It is assumed that the standard will adapt to changes in the model of threats to violations of international information security and can be used to assess the readiness of the participating states to apply the norms of responsible behavior of states in the ICT environment.

“The topic of information security is one of the leading ones in the activities of the Coordination Center for TLD .RU/.РФ, and the participation of the Center in the development of the International Standard for Technical Regulation in the Field of International Information Security Management makes it possible to take into account all aspects related to the Internet environment and, in particular, with domain space. We will continue to share our experience and expertise with colleagues and partners,” said Vladimir Gorzhaltsan.
