Russian Institute for Public Networks joins Policy of cooperation and coordination to prevent misuse of domain names

On April 13, 2021, the Russian Research Institute for the Development of Public Networks (RIPN) joined the Policy of cooperation and coordination to prevent misuse of domain names. As a result, competent organizations and registrars will be able to interact with regard to second-level domain names in .SU using the automated information system.</p>
<p>
The Coordination Center for TLD .RU/.РФ created the automated information system in 2018 to enable more efficient cooperation between competent organizations and registrars. They have used the system for the past three years to exchange information on instances of illegal use of domain names in .RU and .РФ; now the procedure for exchange of requests in a single format and their expeditious processing will be available for the .SU domain as well.</p>
<p>
Interaction between registrars and competent organizations to counter the unlawful use of domain names in .SU is carried out in the manner and under the terms established by RIPN.
“Registrars and competent organizations will now be able to cooperate with regard to three top-level domains, .RU, .РФ and .SU, and our competent organizations will monitor violations across almost the entire Russian domain landscape. Our goal is to make the Runet more secure, and RIPN’s accession to the policy means that the efficiency of our work will increase,” said Evgeniy Pankov, head of special projects at the Coordination Center.</p>

For reference, the Coordination Center for .RU/.РФ introduced the practice of cooperating with organizations competent in detecting malicious activity on the internet in 2012. Competent organizations are companies that provide the Coordination Center and accredited domain name registrars with information about resources disseminating illegal content, phishing, unauthorized access to information systems, and the spread of malware from domain names in .РФ and .RU. Registrars are authorized to terminate the delegation of domain names for such resources. The Coordination Center currently cooperates with ten competent organizations including the National Computer Incident Response and Coordination Center, Safe Internet League, Group-IB, Kaspersky Lab, RU-CERT, ROCIT, the Federal Service for Supervision of Communications, Information Technology and Mass Media (Roskomnadzor), BI.ZONE, the Bank of Russia and Dr.Web.</p>
<p>
In 2020, the Coordination Center launched the Domain Patrol project – a cybersecurity website promoting cooperation between competent organizations and accredited domain registrars in .RU and .РФ. The website доменныйпатруль.рф contains Hotlines of all competent organizations cooperating with the Coordination Center, as well as the Ministry of the Interior Hotline for combating online fraud. It also provides the most up-to-date information on the spread of cyber threats and on progress in the fight against malicious resources.</p>
